To assign banners for a line item you need to create a tag and specify all desired creatives. The tag itself won't be used as the banners will be served from one master tag, but it is still a necessary step.

You can either create a new order (each order has a limit set to 500 line items) or create a brand new campaign within your agency account.

When creating line items, you will receive two IDs - RTBActivityId and PlacementId. The first one is used within the service (i.e. you will use it to get/update/delete a specified line item) while the second one is used when communicating with other related services (e.g. when creating a tag).

RTB campaign budget can be set using RTB settings service.
